Former Virginia Sen. George Allen's (R) campaign is once again taking aim at former Virginia Gov. Tim Kaine's ties to the Obama administration, criticizing his support for a delay of the Keystone XL pipeline in a new web ad.

Kaine and Allen are competing for the open Virginia Senate seat being vacated by retiring Rep. Jim Webb (D), who defeated Allen in 2006.

In the one minute, 15 second video posted on its website, Allen's campaign features footage of Kaine generally praising President Obama, as well as headlines and clips from a Fox News program criticizing the White House's decision earlier this year to reject an application to build the 1,700-mile pipeline that would carry Canadian oil sands from Alberta to the Gulf Coast.

The State Department declined the application after Congress mandated a decision on the project, which had drawn concern from environmentalists, in part for its proposed route.

"I am an unabashed supporter of the president ... I'm not going to run as distancing myself from the president. ... I am his friend, I am his supporter," Kaine says in the video, speaking at a podium in an unidentified event.

Allen does not appear in the video, which references Keystone XL in writing and with recent newspaper headlines.

In late January, the League of Conservation Voters named Allen the first member of its "Dirty Dozen" program, which works to defeat congressional candidates who have voted against environmental measures the organization supports.

Both candidates have raised significant funds in the race to date with Kaine reporting $3.3 million in the bank and Allen reporting $2 million in the bank as of Dec. 31.
