Price shocks looming for power plant owners

With carbon emission regulations coming online in various parts of the country and federal legislation looming just over the horizon, the nation's providers of heat and electricity -- the principal targets of the new legal regime -- have for the most part given up fighting the change and are instead gearing up for the adjustment. But from the utility industry's point of view, the coming price on a ton of carbon dioxide pollution couldn't have come at a worse time.
