International climate change experts are praising South Africa for a plan to wean its energy system from cheap coal, to embrace energy efficiency measures and possibly to impose a carbon tax on the country's worst emitters. With the world waiting to discover what role the United States will play in creating a post-Kyoto Protocol global agreement, most countries have held back from issuing detailed blueprints. But South Africa has gone into specifics, drafting a proposal that would have its greenhouse gas emissions peak by 2025 and then decline in absolute terms by 2030. Go to story #1
