Developing countries move toward targets

South Korea is poised to become the second developing country to set greenhouse gas emissions targets. The plan, which will likely be released next year, comes on the heels of a proposal from South Africa to have its emissions peak by 2025 and decline by 2030. Combined, analysts said, the two countries represent a growing movement by emerging nations to step forward with specific climate change plans as world leaders prepare to negotiate a new global warming agreement.
