Chicago to upgrade 400,000 drafty housing units as part of major climate effort

CHICAGO -- Residents of the Windy City know that buying one of its many older homes often means trading energy efficiency for historic charm. But Chicago's aging buildings are also a major contributor to its carbon footprint, because they require significantly more energy to heat, cool and power. As part of its recently adopted climate plan, the city is planning to retrofit houses to make them more energy efficient, in a program that is one of most ambitious of its type in the nation.
