1. RISK:

If a church is flooded 6 times, will the Lord still provide?

The answer to this question is unknown. What is known is that the U.S. government's flood insurance program has paid the First Apostolic Church of Rio Linda for six damage claims and will probably be on the hook again when another flood crests, which could be pretty soon. First Apostolic sits in a prominent place among the nation's highest-risk properties. Taken as a group, these properties can usually be found on riverbanks, part-time wetlands or sinking seashores, where they often encounter rising ocean swells. Such "repetitive loss" properties are a problem for FEMA's National Flood Insurance Program, which has seen their number nearly double since 1995.
