Will Ore. test project bring offshore wind to the West Coast?

The offshore wind industry is finally showing signs of progress in the United States, as the Interior Department has completed its second auction for acreage off the coast of Virginia and as the nation's first grid-connected offshore wind turbine, off the Northeast coast, started operating this spring. But all of the proposed utility-scale offshore wind projects in the United States lie along the East Coast, raising the question: What about the West Coast?
