Stimulus could pre-empt traditional offset fights for energy tax breaks

Lawmakers may sidestep contentious battles over paying for alternative energy tax breaks by including incentives in economic stimulus legislation that will not be subject to pay-as-you-go rules. President-elect Barack Obama and congressional Democrats hope to complete an recovery package in the coming weeks that will rely on large-scale infrastructure spending, personal and business tax cuts and other provisions.
