As Congress stalls, Obama admin revs up its own highway proposal

After starting the year with plenty of forward momentum, the last few weeks have seen nothing but yield signs for a pair of transportation reauthorization bills moving through Congress, with no finish line in sight. With the House retooling its failed five-year, $260 billion proposal, supporters say the prospects of passing a final bill before the transportation program expires on March 31 are increasingly slim. And although the Senate is set for a cloture vote tomorrow on its two-year, $109 billion plan, the chamber is largely just going through the motions because a deal on amendments is still simmering.
