Visited by ghosts of energy bills past, Bingaman hopes future Congresses tackle climate

Retiring New Mexico Sen. Jeff Bingaman, who has served as the leading Democrat on the Senate Energy and Natural Resources Committee for the past 14 years, yesterday offered his goodbyes in a Senate floor speech summing up the progress, and setbacks, he has encountered on Capitol Hill over the past three decades. Through it all, Bingaman said, he's maintained the belief that he brought with him to Washington, D.C., in 1983: that the federal government can be a force for good. Go to story #1
