GOP rallying cry finds provenance in former judge's storied past

In eight decades, Lloyd Rogers has amassed a writing portfolio that includes three books, a two-year stint as a newspaper columnist and an untold number of speeches generated during his 40 years in politics. Amid all that writing, Rogers easily can pinpoint the most important five paragraphs he ever wrote. They currently reside on a piece of paper he keeps in his desk at home in Alexandria, Ky. That paper reads, in part: "Being that the Constitution states only Congress can make law then it is time to rein in these run-away departments of unelected officials creating havoc on the citizens at large."
