Negotiations over how to overhaul the thicket of deductions, incentives and credits that support various types of energy development began in earnest this week in the House. More than a half-dozen members of the House Ways and Means Committee have been tasked with examining existing energy incentives as the committee works toward legislation aimed at overhauling the tax code for the first time in a generation.
