GOP touts focus groups' view that Obama nixed Keystone due to politics

Undecided voters are likely to view the White House's rejection of the proposed Keystone XL pipeline as a political decision to appease key donors, according to a memorandum touted today by the National Republican Congressional Committee.

The NRCC cites the results of focus groups conducted by Public Opinion Strategies for the GOP firm Resurgent Republic that included voters in Virginia and Colorado. The participants indicated they voted for President Obama in 2008 but are undecided in the 2012 presidential contest.

A memorandum released by Resurgent Republic does not include numeric data but is a summary of focus group discussions, including questions on the likability of Obama and Congress and issues related to the economy and energy, such as the now-bankrupt solar firm Solyndra.

Excerpts from the focus groups released by Resurgent Republic also highlight would-be voters' opinions on the proposed 1,700-mile Keystone XL pipeline, as well as the Obama administration's "all of the above" energy strategy, which the president has touted repeatedly in recent weeks.

According to the memo, survey participants believe the White House is "beholden to environmental groups," which prompted its rejection of the proposed pipeline earlier this year.

"They perceive President Obama as being more concerned about his support among environmental groups than increasing domestic energy production, which they believe can move forward in a safe manner," the memorandum states. "They also feel it is inconsistent for elected officials to claim support of an 'all of the above' energy strategy but fall short of advancing all of those policies."

But the memorandum noted that focus group participants were also largely unfamiliar with the California firm Solyndra, which received Energy Department-backed loans before it filed for bankruptcy, despite GOP attention to the issue.

"In contrast to Keystone, the debate over Solyndra did not appear to be as widely known among all of these groups. For instance, the Independent women in Colorado were largely unfamiliar with the issue," the memorandum states.

Resurgent Republic issued the results of its focus group as part of its ongoing Target Voter Series. The firm has contracted for 24 focus groups in 11 states -- Colorado, Florida, Iowa, Michigan, Ohio, Pennsylvania, Nevada, New Hampshire, New Mexico, North Carolina and Virginia.

The memorandum released today included focus groups conducted in Denver on March 12 and in Richmond on March 26. The memorandum did not indicate the size of each focus group.
