At N.D.'s lone national park, 'it's like the off-season has come early'

MEDORA, N.D. -- Technically, Theodore Roosevelt National Park is closed to visitors. Yet a portion of the park's main visitor loop leads to privately held ranches and homes that sit just outside its boundaries. So the road has stayed open, a fact locals offer to visitors who ask about seeing buffalo and prairie dogs despite the federal government shutdown that has closed national parks and public lands across the country to the people who pay for them.
