Rural counties' budgets collapse as U.S. ends timber payments

Some 600 rural counties are coming to terms today with the loss of federal cash they have received since 1908 in compensation for being home to property controlled by the U.S. Forest Service or the Bureau of Land Management. Yesterday's start of a new fiscal year meant a year without the federal payments counties have received in lieu of tax revenue and used for schools, police and other municipal services.
