'Rising star' leads push to overhaul landmark Calif. environmental law

A California state senator elected just two years ago is becoming one of the biggest names in environmental law and clean energy expansion. Michael Rubio, 35, a Democrat from a conservative, rural district in the Central Valley, this month took over as chairman of the state Senate's Environmental Quality Committee, and one of his top priorities is paring the landmark California Environmental Quality Act.
