Why is EPA taking so long to write a stormwater rule? It's complicated

U.S. EPA has been working quietly for three years on a regulation that would curb flows of polluted stormwater into waterways. The rule could force private property owners to keep rains from washing contaminants off their land -- a pricey proposition that would likely mean more trees and less concrete. But EPA has blown six deadline extensions, and there's still no rule in sight.
