Gridlock engulfed Capitol Hill, the gates at Grand Canyon were locked, and federal workers went home, wondering if they'd make their mortgage payments. It was 1995. The current federal shutdown is looking eerily like the scene nearly two decades ago, when the Clinton administration faced off against then-House Speaker Newt Gingrich. Then, like now, there was widespread outcry about access to national parks, federal workers fretted over getting their paychecks, and Democratic agency heads hunkered down -- blaming it all on the GOP-led House.
