Obama tries to sell Congress on $6B 'Cash for Caulkers' initiative

President Obama is urging Congress to approve a $6 billion program to weatherize homes and stimulate the sluggish economy. Obama's "Home Star" program would provide consumers cash rebates when they buy insulated windows, energy-efficient water heaters and other items for their homes. Vendors -- ranging from local electric utilities to national home-improvement chains -- would market the rebates, provide them at the point of sale and seek reimbursement from the U.S. Department of Energy.
