U.S. EPA is poised to issue its draft reconsideration of the George W. Bush administration's "aggregation" policy after the White House this week wrapped up its review. EPA announced last February that it would reconsider the Bush administration's controversial policy and would address objections to the rule raised by the Natural Resources Defense Council.
