Senate Republican leaders plan to offer a counterproposal to the small energy and oil spill response package that Democrats are expected to roll out next week. Sen. Jay Rockefeller (D-W.Va.) vowed today to continue to press for legislation to handcuff U.S. EPA climate regulations in the wake of Majority Leader Harry Reid's (D-Nev.) decision to punt on climate legislation. "I am continuing to push hard for my bill to suspend EPA action for two years, so that Congress, not federal regulators, can set national energy policy," Rockefeller said in a statement.
