President Obama traveled to the heart of naval defense contracting in Newport News, Va., today to blast the "dumb" across-the-board budget cuts that will start taking effect at week's end if Congress fails to avert the looming sequester.

Though sequestration hasn't hit yet, some federal agencies are already not hiring replacements for employees who leave, freezing hiring for other positions and lacking the resources they need to properly do their jobs, according to a survey released today by the National Treasury Employees Union.
