Former EPA official blasts OMB for undermining rulemaking efforts

President Obama's first U.S. EPA policy chief today charged the White House with stifling rulemaking efforts at federal agencies, including EPA, and violating its own transparency commitments by restricting public information about rules it delays, changes or sends back to an agency for reconsideration. Lisa Heinzerling said in an essay published today that Obama's Office of Management and Budget had "continued and deepened a longstanding practice of White House control over EPA rules, with cost-benefit analysis as the guiding framework."
