Small-business group accuses EPA of skipping key steps in rule proposal

A small-business group is accusing U.S. EPA of skipping key steps in proposing a regulation that could expand the government's regulatory reach over small streams and wetlands. In a letter sent to the White House today, the National Federation of Independent Business contends EPA failed to perform a required economic analysis and convene a Small Business Advocacy Review Panel.
