Draft bill rolled out amid push from industry on EPA rules

Rep. Ed Whitfield (R-Ky.) and Sen. Joe Manchin (D-W.Va.) are releasing a discussion draft this afternoon of a bill to restrict U.S. EPA's new and existing power plant rules for carbon dioxide emissions. The draft legislation would require EPA to promulgate separate new power plant standards for coal-fired generators based on the kinds of coal they use.
