'Cash for Clunkers' cost $1.4M per job created -- report

The Obama administration's 2009 automobile trade-in program known as "Cash for Clunkers" was an economic lemon, the Brookings Institution said in a report released today. The $2.85 billion Car Allowance Rebate System created jobs at the price of $1.4 million each and had a negligible effect on reducing emissions or gasoline consumption, the report says.
