House passes efficiency bill by wide margin

Don't look now, but Congress is as close as it's been in at least five years to enacting a new energy efficiency law. To be sure, it's not all that close -- and the procedural obstacle formally known as the U.S. Senate still stands in the way. But the House took a key step today by passing a popular-if-modest bill that could be paired up with similar legislation winding its way back to the floor in the upper chamber.
