Renewable Energy: Wood Mackenzie's William Durbin says federal RPS 'easy first step' for emissions reduction

A recent study by the consultant group Wood Mackenzie finds that a federal renewable portfolio standard requiring utilities to obtain 15 percent of their energy from renewables would slow the rate of carbon dioxide emissions. But would a federal RPS provide substantial enough gains to mitigate the high costs of implementation?
