Climate: White House enviro chief Connaughton discusses president's new climate plan

As the Senate debates a comprehensive energy package, the question of whether or not Congress will be successful in passing an overall emissions reduction mandate still remains. And if they do, will it be something the president will sign? Connaughton explains why he believes binding targets set false expectations.
