As the Senate debates climate change legislation for the first time since 2003, a top environmental aide to Sen. Joe Lieberman (D-Conn.) says lawmakers may finally be ready to act. But will a rival climate amendment from Sen. Jeff Bingaman (D-N.M.) undermine support for the proposal from Lieberman and Sen. John McCain (R-Ariz.)?
