As House Resources Committee Chairman Richard Pombo (R-Calif.) moves forward with changes to the Endangered Species Act, two top experts debate his controversial bill. John Kostyack, senior counsel with the National Wildlife Federation, and David Ridenour, vice president of the National Center for Public Policy Research, explain why the bill does away with critical habitat requirement and discuss financial incentives included for landowners.
