Last summer, a handful of Houston-area environmentalists gathered in the living room of Daniel Cohan, a civil and environmental engineering professor at Rice University, and came up with a novel idea. They decided to invite the candidates for Congress in the 7th District — right in the heart of the city's "Energy Alley" — to a debate on climate change.
