Cities, states fail to insure buildings against disasters
Many states and municipalities are not bothering to insure their public buildings against natural disasters, forcing federal taxpayers to spend billions of dollars repairing the facilities, according to a groundbreaking report commissioned by the Department of Homeland Security.
