Could the 'biblical' northern Colo. floods have been predicted?

They knew it was going to be a lot of rain. They had no idea it was going to be that much. In fact, many scientists and others watching the Colorado weather forecasts for the week of Sept. 8 were happy that significant precipitation was on the horizon. Early forecasts were accurate in predicting a week of heavy rains. However, the jump from a lot of rain to "biblical" amounts, as one National Weather Service bulletin put it, was not forecast.
