Committee giants departing, but with Congress' diminishing productivity, it may not matter for a while

When Henry Waxman and John Dingell retire this year, they will leave House Democrats short nearly a century of legislative experience and an environmental movement without two wily stalwarts whose approaches to conservation often looked as disparate as their districts in Beverly Hills and suburban Detroit. But the current era of congressional gridlock and increasingly empowered outside-the-Beltway green grass roots could take some sting out of the Democrats' departures.
