Reid open to vote on KXL approval alongside Shaheen-Portman as talks continue

Senate Majority Leader Harry Reid says he is willing to schedule a vote on binding legislation to approve the Keystone XL pipeline -- just what all Republicans and a number of moderate Democrats have been asking him to do for years. But the clerk won't be calling for the yeas and nays quite yet, because this is the Senate and nothing's ever that simple. And there were strong indications yesterday that a vote on KXL -- if one occurred -- would result in failure, as supporters acknowledged they were short of the 60 votes generally required in the upper chamber.
