Rep. Nick Rahall (D-W.Va.) was joined by former Pennsylvania Gov. Ed Rendell (D) on the steps of the Cannon House Office Building earlier this month to promote a bill that would provide funds to fix bridges around the country. The collapse of a bridge along Interstate 5 in Washington state this spring prompted Rahall, the ranking member of the Transportation and Infrastructure Committee, to promote his "Safe Bridges Act" (H.R. 2428). Already several Democrats are backing the measure, and a few Republicans have told Rahall they would support it this year. But there was one prominent lawmaker not rushing to Rahall's side: Rep. Bill Shuster (R-Pa.), the chairman of the T&I Committee.
