OKARCHE, Okla. — A unique set of rules has evolved in this oil-driven state that allows two companies to pump oil from the same patch of dirt, sometimes in the same formation. But it's not going smoothly. Instead, it has left a trail of older wells damaged by "frack hits," flummoxed state regulators and started a civil war within the state's singularly powerful oil industry.
