In Alaska, state leaders take a long-awaited victory lap

On Wednesday, shortly after Congress passed a historic tax package permitting oil and gas leasing in part of the Arctic National Wildlife Refuge, a group of Senate Democrats and environmental advocates vowed to unseat the lawmakers who helped pass the drilling proposal. But that promise was an empty threat in Alaska, where state leaders and the oil industry have been fighting for almost four decades to allow oil exploration in the refuge.
