GRAND JUNCTION, Colo. — The Bureau of Land Management's new headquarters here in this quiet Western city are still mostly empty and under construction. Local groups are trying to convince the bureau's D.C. staffers to accept relocation offers, touting the region's recreational opportunities like mountain biking, downhill skiing and whitewater rafting.
