ESCALANTE, Utah -- President Clinton's surprise creation of Grand Staircase-Escalante National Monument nearly 20 years ago continues to roil the debate over public lands, from county commissions to the halls of Congress. It has also forced the Bureau of Land Management, the agency that manages it, to reinvent itself.
