When EPA last fall unveiled a proposed update to air toxics standards for some facets of chemical plant and refinery operations, it included an option for fence-line pollution monitoring. But in the final version published in July, that option had illegally been scrapped and the rule weakened, three environmental groups allege in asking the agency to revisit its original plan.
