Panel recommends large hikes in gas taxes, infrastructure spending

Federal transportation programs should be overhauled to incorporate rigorous performance standards and investment by all stakeholders should be significantly increased to boost the nation's flagging highway and rail systems, a congressionally chartered advisory commission recommended today.
