WRDA replenishes debate on U.S. beach projects

Some of the nation's most storm-battered beaches received a congressional commitment to rebuild at a cost of hundreds of millions of dollars under water resources legislation that Congress approved last week. But critics of the "beach nourishment" projects -- including coastal geologists, taxpayer watchdog groups and even recreational users of some beaches -- argue that Water Resources Development Act authorizations are giveaways to the nation's wealthiest landowners and that rebuilding fragile beaches poses its own environmental risks.
