Enforcement takes severe hit under shutdown

After a blast at a Texas fertilizer plant in April killed 15 people and injured scores more, U.S. EPA investigators rushed to the scene to interview witnesses and gather clues. Time is of the essence for disaster detectives, because evidence can disappear and bystanders' memories can get fuzzy. But if a catastrophe happened today, EPA's cops would be hampered by the government shutdown.
