Joe Goffman is U.S. EPA's law whisperer. His specialty is teaching an old law to do new tricks. As senior counsel in the Office of Air and Radiation, Goffman is gearing up the 1970 Clean Air Act to be the vehicle for curbing power plants' greenhouse gas emissions.
