Experts predict legal trouble for Scalia-inspired rule

The Trump administration is breaking with its predecessors by using a 2006 opinion by the late Supreme Court Justice Antonin Scalia from a famously muddled wetlands case in a bid to limit Clean Water Act protection of isolated wetlands and waterways. Many legal experts don't think that's a good idea.
