States reach drought pact as largest user protests

The Colorado River's seven states yesterday inked agreements for managing the river in the face of climate change and increasing droughts, meaning the Bureau of Reclamation will not move ahead with federally imposed restrictions on the water source for 40 million people and millions of acres of farmland.
