PALOMINAS, Ariz. — The San Pedro River is the only current gap in 45 miles of existing border fence here in southern Arizona, funneling human immigrants and migratory animals across the border when it's dry and crucial water for the arid landscape when it's rainy. The Department of Homeland Security has plans to build a concrete barrier through the riverbed, troubling Trump supporters and environmentalists alike.
