Boxer plans Senate cap-and-trade markup before August recess

Boxer's comments are the first time she has provided a timeframe for acting on a cap-and-trade plan to cut nationwide greenhouse gas emissions. "I have not made any definitive decisions, but that is what we think, probably, given the way the hearings are going," Boxer said.
